Senior Manager Software Engineering

Lead multiple cross-functional software engineering teams delivering and supporting business-critical Government Programs Digital applications (Medicare and Retirement).

Drive end-to-end software delivery lifecycle including design, development, testing, deployment, support, modernization, and continuous improvement efforts.

Manage engineering governance, architecture standards, security controls, operational stability, vendor partnerships, financial/resource planning, and mentor engineering leadership talent.

Bachelor's degree in Computer Science, Engineering, Information Technology, or related field.

14+ years progressive experience in software engineering including development, delivery, and production support.

3+ years experience leading software engineering teams or large technical organizations.

Experience with enterprise-scale applications using Java, Spring Boot, Microservices, APIs, Cloud, Agile, DevOps, CI/CD, and operational excellence practices.

Experienced leader capable of managing large, complex software engineering teams with operational accountability and delivery impact at a business unit scale.

Proven track record in driving technology modernization, cloud transformation, AI-assisted engineering practices, and strategic technology roadmaps.

Strong collaboration skills to influence business stakeholders, architects, product teams, and senior leadership; skilled in talent development and navigating regulated healthcare or payer environments.
