Individual Consultant (Local): Technology, Data & Policy Analyst, Bhubaneshwar, Odisha

Coordinate with government officials and partners to strengthen Demographic Intelligence Unit (DIU) and support its transition to government department.

Manage and coordinate with technology partners to develop and improve Geo-spatial DIU interface for demographic data analysis, including quality assurance and user feedback integration.

Support policy development related to demographic data and technology innovations, including technical assistance on AI, blockchain, and Learning Management Systems initiatives.

Master's degree in Data Science, Machine Learning, Artificial Intelligence, Geospatial or related field.

Minimum 3 years of experience in similar programmes/projects, preferably with government and/or UN agencies.

Proficiency in Python, QGIS, ARGIS, and deep learning frameworks such as TensorFlow, Keras, and PyTorch including experience with RNN and CNN models.

Fluency in written and spoken English; knowledge of Odia is an advantage.

Experienced in coordinating multi-stakeholder projects involving government, UN agencies, and technical partners focused on data-driven policymaking.

Strong technical background combining data science, AI, and geospatial analytics with capability to translate high-level requirements into technical solutions.

Skilled in user-oriented technology development with focus on iterative improvement via feedback and quality assurance processes.
