Metro-based mid-level Program Manager role with generalist scope and public employer increases competition.
Program management skills are transferable but component/subsystem and supplier coordination increases domain specificity.
Explicit 3–7 years requirement plus technical, supply-chain, and integration deliverables enforces moderate filtering.
